Presentation Summary

This presentation will provide information about the Colorado Department of Health and Environment (CDPHE) Air Pollution Control Division (APCD) Dispersion Modeling Section (DMS) process and procedures to evaluate NAAQS compliance for regulated sources. We will provide clarification regarding when an air dispersion modeling analysis may be required. DMS has recently updated the Colorado Minor New Source Review Source Modeling Guideline for Air Quality Permits on March 1, 2025. This presentation will also detail the changes that were made to the Guideline. Finally, this presentation will provide information regarding the resources that have been developed by DMS to assist applicants with NAAQS compliance submittals to the Division.

Presenter Bio

Ms. Miriam Hacker, P.E. is the Dispersion Modeling Section Supervisor for the Stationary Source Permitting program within the Air Pollution Control Division. Ms. Hacker has served in this position since 2022 and has facilitated significant change in the Permitting and Dispersion Modeling Programs. She comes from a background of working in the environmental consulting industry since 1995, specializing in air quality compliance services including air dispersion modeling; air quality permitting; auditing; ambient air quality monitoring; emissions calculations; air quality sampling and data analysis; and state and federal regulatory interpretation and negotiation. She has historically worked as a Principal and Senior Air Quality Consultant for Environmental Consulting firms where she served as a valuable resource for air quality compliance and analysis services across the country. Ms. Hacker graduated from the University of Wisconsin, Madison, completing a Master of Science in Civil and Environmental Engineering, with a specialization in air quality topics. Ms. Hacker is a registered Colorado P.E. in Environmental Engineering.
